Senior Citizens Savings Scheme


In recent proceedings, it has been ruled that Senior citizens will now be exempted from filing income tax returns if pension income and interest income are their only annual income sources.

The Senior Citizens Savings scheme or the SCSS is primarily designed for Senior citizens of India. The scheme basically offers a regular stream of income with the highest margin of safety and tax-saving benefits.

Those above the age of 60 will look at this as a lucrative scheme that will benefit them largely.

How does the SCSS work?

  • All it takes to open an SCSS account is by depositing a minimum amount of ₹1,000 up to ₹15 lakh in a single instalment.
  • The deposit amount is restricted to the retirement benefits received and it must be deposited in the SCSS account within a month from the date of receiving retirement benefits from the employer.
  • Retirement benefits include provident fund dues, retirement or superannuation gratuity, commuted value of pension, leave encashment, savings element of Group savings Linked Insurance scheme payable, etc.
  • Interest on the deposit would be paid out once every quarter
  • The interest can be drawn through the auto credit into a savings account held at the same Post Office branch or through ECS

Benefits of the SCSS:

Some of the primary benefits of the scheme are:

  1. It is safe to invest in the scheme
  2. Individuals are provided with tax benefits
  3. The interest rate has been reduced from 8.6% to 7.4%
  4. Premature withdrawal is also permitted.

Who can invest in SCSS?

  • Senior citizens of India aged 60 years and above
  • Citizens who have opted for voluntary retirement scheme (VRS) or Superannuation in the age bracket 55-60 years
  • HUFs and NRIs are not allowed to invest in the scheme
  • The investment has to be done within a month from the date of receiving retirement benefits

Procedure for opening an SCSS account

You can follow the steps mentioned below for opening an SCSS account at a bank or a post office:

  1. Go to your nearest bank branch or post office
  2. Submit your application form along with the documents related to your KYC
  3. The amount should be deposited via cheque
  4. Then, you can add nominees to the account.

Eligibility criteria

The applicant must fulfil the following eligibility criteria in order to apply for an SCSS account:

  1. The individual must be at least 60 years of age while opening the SCSS account
  2. The individuals who are 55 years old but below the age of 60 years and also have retired on superannuation are eligible to open an SCSS account
  3. The individuals who have reached the age of 55 years old and retired before the implementation of the SCSS guidelines are also eligible under the scheme
  4. Retired Defence Services personnel are eligible for the SCSS irrespective of their age, having certain other conditions are met by these individuals.
  5. Individuals who are Non-Indian residents or NRIs are not eligible for opening an SCSS account.
  6. Individuals belonging to a Hindu Undivided Family or HUF are not eligible for opening an SCSS account.

वरिष्ठ नागरिक बचत योजना

हाल ही की कार्यवाही में, यह निर्णय दिया गया है कि वरिष्ठ नागरिकों को अब आयकर रिटर्न दाखिल करने से छूट दी जाएगी यदि पेंशन आय और ब्याज आय उनके एकमात्र वार्षिक आय स्रोत हैं।

वरिष्ठ नागरिक बचत योजना या SCSS मुख्य रूप से भारत के वरिष्ठ नागरिकों के लिए डिज़ाइन की गई है। यह योजना मूल रूप से सुरक्षा और कर-बचत लाभों के उच्चतम मार्जिन के साथ नियमित आय प्रदान करती है।

60 वर्ष से अधिक आयु के लोग इसे एक आकर्षक योजना के रूप में देखेंगे जिससे उन्हें काफी हद तक लाभ होगा।

एससीएसएस कैसे काम करता है?

  • एक SCSS खाता खोलने के लिए केवल एक किश्त में ₹1,000 से ₹15 लाख तक की न्यूनतम राशि जमा करना आवश्यक है।
  • जमा राशि प्राप्त सेवानिवृत्ति लाभों तक सीमित है और इसे नियोक्ता से सेवानिवृत्ति लाभ प्राप्त करने की तारीख से एक महीने के भीतर एससीएसएस खाते में जमा किया जाना चाहिए।
  • सेवानिवृत्ति लाभों में भविष्य निधि बकाया, सेवानिवृत्ति या सेवानिवृत्ति उपदान, पेंशन का परिवर्तित मूल्य, अवकाश नकदीकरण, देय समूह बचत लिंक्ड बीमा योजना का बचत तत्व आदि शामिल हैं।
  • जमा पर ब्याज का भुगतान हर तिमाही में एक बार किया जाएगा
  • ब्याज ऑटो क्रेडिट के माध्यम से उसी डाकघर शाखा में या ईसीएस के माध्यम से बचत खाते में निकाला जा सकता है

एससीएसएस के लाभ:

योजना के कुछ प्राथमिक लाभ इस प्रकार हैं:

  1. योजना में निवेश करना सुरक्षित है
  2. व्यक्तियों को कर लाभ प्रदान किया जाता है
  3. ब्याज दर 8.6% से घटाकर 7.4% कर दी गई है
  4. समयपूर्व निकासी की भी अनुमति है।

एससीएसएस में कौन निवेश कर सकता है?

  • भारत के वरिष्ठ नागरिक जिनकी आयु 60 वर्ष और उससे अधिक है
  • 55-60 वर्ष की आयु वर्ग में स्वैच्छिक सेवानिवृत्ति योजना (वीआरएस) या सेवानिवृत्ति का विकल्प चुनने वाले नागरिक
  • एचयूएफ और एनआरआई को योजना में निवेश करने की अनुमति नहीं है
  • सेवानिवृत्ति लाभ प्राप्त करने की तारीख से एक महीने के भीतर निवेश किया जाना है

SCSS खाता खोलने की प्रक्रिया

बैंक या डाकघर में SCSS खाता खोलने के लिए आप नीचे बताए गए चरणों का पालन कर सकते हैं:

  • अपनी नजदीकी बैंक शाखा या डाकघर में जाएँ
  • अपने केवाईसी से संबंधित दस्तावेजों के साथ अपना आवेदन पत्र जमा करें
  • चेक के माध्यम से राशि जमा करनी होगी
  • फिर, आप खाते में नामांकित व्यक्ति जोड़ सकते हैं।

पात्रता मापदंड

एससीएसएस खाते के लिए आवेदन करने के लिए आवेदक को निम्नलिखित पात्रता मानदंडों को पूरा करना होगा:

  1. SCSS खाता खोलते समय व्यक्ति की आयु कम से कम 60 वर्ष होनी चाहिए
  2. वे व्यक्ति जो 55 वर्ष के हैं, लेकिन 60 वर्ष से कम आयु के हैं और सेवानिवृत्ति पर सेवानिवृत्त हुए हैं, वे SCSS खाता खोलने के पात्र हैं।
  3. वे व्यक्ति जो 55 वर्ष की आयु तक पहुँच चुके हैं और SCSS दिशानिर्देशों के लागू होने से पहले सेवानिवृत्त हो चुके हैं, वे भी योजना के तहत पात्र हैं
  4. सेवानिवृत्त रक्षा सेवा कर्मी एससीएसएस के लिए पात्र हैं, चाहे उनकी उम्र कुछ भी हो, इन व्यक्तियों द्वारा कुछ अन्य शर्तें पूरी की जाती हैं।
  5. ऐसे व्यक्ति जो गैर-भारतीय निवासी या एनआरआई हैं, वे एससीएसएस खाता खोलने के लिए पात्र नहीं हैं।
  6. हिंदू अविभाजित परिवार या एचयूएफ से संबंधित व्यक्ति एससीएसएस खाता खोलने के लिए पात्र नहीं हैं।
