The Ministry of Human Resources Development delivered a vital and massively revolutionary order called the Mission Mode Project on School Education. The Government of India launched a National e-Governance Plan also known as NeGP that consisted of 27 Mission Mode Projects (MMPs) and 8 components on the 18th of May in 2006. In the latest Committee meeting that was held on 29/7/2011, it was decided that four new e-Governance initiatives in different areas of interest including the area of Education, the Department of School Education and Literacy started the process of checking in with the consultants in form of stakeholders to frame the CORE Scope Document. The main focus of deliverable services to the stakeholders like the students, the parents, the partners, state government, on the ‘anytime and anywhere’ base.

Objectives of the Mission Mode Project in School Education

• Provide access to near real-time and better quality data and statistics for decision support.

• Improve the efficiency of school administration and school’s governance

• Enhance the delivery of service of the school education department to key stakeholders that include parents, students, teachers, community, and schools.

• It aims at enabling and bringing about quality of learning

Some important points to consider under this scheme are noted down as follows

• National MIS platform for efficient school governance/ administration

• Services for Central and States/ Union Territories departments for the implementation of the schemes and generation of integrated reports and any other such commonly known services.

• Services for the students could include registration for admission, attendance, grievances, scholarship, transfer, and certificates.

• Services that will be provided to the teachers such as the process of recruitment, payroll management, training schedules, rationalization, and administrative grievance redressal

•  Services for design and development of digital learning resources and their dissemination.

The two key services that are being offered for availability to the schools are the School Information System and the Learning Support Services. The successful implementation requires the provision of client-end infrastructure and connectivity for the schools. The ICT can provide additional teaching aids in terms of ICT-enabled teaching-learning material, mode lesson plans, self-learning tools, Through the deployment of ICT in school education is a key objective of the Mission Mode Project.  This is aimed at improving the quality of learning.

As a part of the Mission Mode Project, it is expected to provide IT infrastructure for administrative access to School Information systems and the online impartation of subject lessons to the students through ICT and that can therefore be used in conjunction with existing computers in secondary schools for enabling ICT aided teaching processes. Keeping in view the total cost of rolling out infrastructure across a large number of schools, options such as the rollout of underlying infrastructure in schools for accessing digital learning resources at the school level. Only the Government secondary schools will be provided with infrastructure under this MMP. No additional client-end infrastructure for schools. The schools that were sanctioned with client-end infrastructure and connectivity under the existing schemes will leverage the same to access the Learning Support Services. As the number of schools that get on board increases, the schools will be using MMP services.

स्कूल शिक्षा मिशन मोड परियोजना

मानव संसाधन विकास मंत्रालय ने स्कूली शिक्षा पर मिशन मोड प्रोजेक्ट नामक एक महत्वपूर्ण और व्यापक क्रांतिकारी आदेश दिया। भारत सरकार ने एक राष्ट्रीय ई-गवर्नेंस योजना शुरू की जिसे एनईजीपी के रूप में भी जाना जाता है जिसमें 27 मिशन मोड प्रोजेक्ट (एमएमपी) और 2006 में 18 मई को 8 घटक शामिल थे। 29/7/2011 को हुई नवीनतम समिति की बैठक में , यह निर्णय लिया गया कि शिक्षा के क्षेत्र, स्कूली शिक्षा और साक्षरता विभाग सहित रुचि के विभिन्न क्षेत्रों में चार नई ई-गवर्नेंस पहलों ने कोर स्कोप दस्तावेज़ तैयार करने के लिए हितधारकों के रूप में सलाहकारों के साथ जाँच की प्रक्रिया शुरू की। छात्रों, अभिभावकों, भागीदारों, राज्य सरकार जैसे हितधारकों को ‘कभी भी और कहीं भी’ आधार पर सुपुर्दगी योग्य सेवाओं का मुख्य फोकस।

स्कूली शिक्षा में मिशन मोड परियोजना के उद्देश्य

• निर्णय समर्थन के लिए निकट रीयल-टाइम और बेहतर गुणवत्ता वाले डेटा और आंकड़ों तक पहुंच प्रदान करें।

• स्कूल प्रशासन और स्कूल प्रशासन की दक्षता में सुधार करें

• स्कूली शिक्षा विभाग की सेवा को प्रमुख हितधारकों, जिसमें माता-पिता, छात्र, शिक्षक, समुदाय और स्कूल शामिल हैं, तक पहुंचाना।

• इसका उद्देश्य सीखने की गुणवत्ता को सक्षम बनाना और उसमें सुधार लाना है

इस योजना के तहत विचार करने के लिए कुछ महत्वपूर्ण बिंदु नीचे दिए गए हैं:

• कुशल स्कूल प्रशासन/प्रशासन के लिए राष्ट्रीय एमआईएस मंच

• केंद्र और राज्यों/संघ शासित प्रदेशों के विभागों के लिए सेवाएं योजनाओं के कार्यान्वयन और एकीकृत रिपोर्ट और ऐसी किसी भी अन्य सामान्य रूप से ज्ञात सेवाओं के निर्माण के लिए।

• छात्रों के लिए सेवाओं में प्रवेश के लिए पंजीकरण, उपस्थिति, शिकायत, छात्रवृत्ति, स्थानांतरण और प्रमाण पत्र शामिल हो सकते हैं।

• शिक्षकों को प्रदान की जाने वाली सेवाएं जैसे भर्ती की प्रक्रिया, पेरोल प्रबंधन, प्रशिक्षण कार्यक्रम, युक्तिकरण, और प्रशासनिक शिकायत निवारण

•  डिजिटल शिक्षण संसाधनों के डिजाइन और विकास और उनके प्रसार के लिए सेवाएं।

विद्यालयों की उपलब्धता के लिए जो दो प्रमुख सेवाएं प्रदान की जा रही हैं, वे हैं स्कूल सूचना प्रणाली और शिक्षण सहायता सेवाएं। सफल कार्यान्वयन के लिए स्कूलों के लिए क्लाइंट-एंड इंफ्रास्ट्रक्चर और कनेक्टिविटी के प्रावधान की आवश्यकता होती है। आईसीटी आईसीटी-सक्षम शिक्षण-अधिगम सामग्री, मोड पाठ योजना, स्व-शिक्षण उपकरण के संदर्भ में अतिरिक्त शिक्षण सहायता प्रदान कर सकता है, स्कूली शिक्षा में आईसीटी की तैनाती के माध्यम से मिशन मोड परियोजना का एक प्रमुख उद्देश्य है।  इसका उद्देश्य सीखने की गुणवत्ता में सुधार करना है।

मिशन मोड प्रोजेक्ट के एक भाग के रूप में, यह स्कूल सूचना प्रणाली तक प्रशासनिक पहुंच और आईसीटी के माध्यम से छात्रों को विषय पाठों के ऑनलाइन शिक्षण के लिए आईटी अवसंरचना प्रदान करने की उम्मीद है और इसलिए इसका उपयोग मौजूदा कंप्यूटरों के संयोजन में किया जा सकता है आईसीटी सहायता प्राप्त शिक्षण प्रक्रियाओं को सक्षम करने के लिए माध्यमिक विद्यालय। बड़ी संख्या में स्कूलों में बुनियादी ढांचे को चालू करने की कुल लागत को ध्यान में रखते हुए, स्कूल स्तर पर डिजिटल शिक्षण संसाधनों तक पहुँचने के लिए स्कूलों में अंतर्निहित बुनियादी ढांचे के रोलआउट जैसे विकल्प। इस एमएमपी के तहत केवल सरकारी माध्यमिक विद्यालयों को बुनियादी सुविधाएं प्रदान की जाएंगी। स्कूलों के लिए कोई अतिरिक्त क्लाइंट-एंड इंफ्रास्ट्रक्चर नहीं। जिन स्कूलों को क्लाइंट-एंड इंफ्रास्ट्रक्चर और मौजूदा योजनाओं के तहत कनेक्टिविटी के साथ मंजूरी दी गई थी, वे लर्निंग सपोर्ट सर्विसेज तक पहुंचने के लिए इसका लाभ उठाएंगे। बोर्ड में शामिल होने वाले स्कूलों की संख्या बढ़ने पर, स्कूल एमएमपी सेवाओं का उपयोग करने लगेंगे।
